We opened ten AI development companies on 4 September 2026 and not one published an hourly rate, a day rate or a project minimum. Eight advertise a US street address. Six of those eight also disclose that the engineering happens in India, Poland, Ukraine, Argentina or Central America. That gap, between where a company is registered and where your code actually gets written, is the single most useful thing to know before you shortlist anyone, and it is the one thing the ranking lists leave out. Here is what each company is genuinely built for, the only rate data that exists, and the arithmetic that decides whether the US premium is worth paying.

Do the best AI development company options publish what they charge?

No. Ten out of ten route the price question to a contact form. That result is consistent with what we found auditing adjacent markets, and the reason is commercial rather than shifty: an AI build is scoped per project, and a published rate anchors every negotiation before the scoping conversation happens. The consequence for you is still awkward, because it means a shortlist cannot be built on price. It has to be built on scope and delivery model, then priced through a quote process that takes two to four weeks.

The practical workaround is to make the companies compete against a document you control. Write one brief, send the identical version to three firms, describe the deliverable rather than the duration, and require the quote to break out discovery separately from build. When the same brief comes back priced three different ways, the differences tell you how each firm thinks about risk, which is more useful than a rate card would have been.

Top AI development companies and where each one actually builds

Ranking these firms one to ten would be invented precision, because they are not competing for the same work. The checkable comparison is what each advertises, where it says the engineers sit, and whether it prints a price. All three columns below came from the companies own pages in September 2026.

Read that table with one thing in mind: a US address is a statement about the sales entity, not about the engineering. Only HatchWorks and Zfort explicitly claim any US based engineers, and both pair that claim with delivery elsewhere. None of this makes the offshore and nearshore firms worse. Argentina and Poland produce excellent machine learning engineers, and a nearshore team an hour from Eastern time is often a better working arrangement than an American agency that quietly subcontracts. The only real problem is that the page which ranked for your search does not tell you which one you are buying.

How much does a top AI development company charge?

Because none of them publish, the only comparable figures come from third party directory profiles. Read in September 2026, listings in this category run from $10 an hour at the bottom to $149 at the top, with individual examples including $20, $30, $55 and $120 an hour. Those are self reported to the directory, so treat them as bands rather than quotes. What makes them useful is that the bands map almost perfectly onto delivery location rather than onto reputation.

The 480 hour figure is one senior engineer for roughly twelve weeks, which is what a first production AI agent normally takes once you count data access, evaluation and edge cases instead of just the model call. If your own estimate is very different from that, the estimate is usually the thing that is wrong, and how long it takes to build an AI agent breaks down where the hours actually go.

Is a US AI development company worth four times the offshore rate?

The standard argument for onshore pricing is that offshore needs so much rework that the cheap rate is a false economy. That is a testable claim, so test it. Hold the deliverable at 480 hours of US engineering. At $135 an hour, the midpoint of the listed US band, that is $64,800. At $25 an hour offshore, the same 480 hours is $12,000. For the offshore option to cost the same as the onshore one, it would have to bill 2,592 hours, which means being 5.4 times less efficient.

Nothing in the evidence supports a 5.4x gap between competent teams. Coordination drag and rework are real, and in practice they are worth something like 20 to 50 percent extra hours, not 440 percent. So the honest conclusion is the one agencies do not want in writing: on raw cost, offshore AI development usually wins, and it is not close. Anyone telling you otherwise is arguing against arithmetic.

Which is exactly why the location decision should be made on something other than price. There are four reasons to require US engineers that money cannot repair afterwards: data that contractually cannot leave the country, federal or defense work that requires US persons, enforceable jurisdiction over your intellectual property, and workflows that need same day decisions. If none of those four apply to you and your specification is clear, you are paying a four to seven times premium for convenience. That is a legitimate thing to buy, but you should know that is what you are buying.

How many hours will an offshore team overlap with a US working day?

This is the factor buyers underestimate most, and it does not need to be vague. Take a 9am to 6pm US Eastern day, assume the vendor team works its own local 9 to 6, and the usable overlap is simple arithmetic. A Colombian or Peruvian team gives you about eight hours. Argentina gives about eight. Poland gives about three. Ukraine gives about two. An Indian team on standard 9:30 to 6:30 IST hours gives you close to zero, because their working day ends around the time yours begins.

Zero overlap is workable, and thousands of teams do it, but only because one side permanently shifts its schedule. Somebody is absorbing that cost in evening calls and delayed answers. Before you sign, get it in writing whose evenings those are. A build that needs a judgment call every other day will stretch from twelve weeks to twenty if each question costs a full day round trip, and that schedule slip is rarely priced into the quote that looked cheaper.

How do I verify where an AI development company really builds?

Ask six questions in writing before the proposal, and put the answers into the statement of work. Which country will each assigned engineer physically work from, named per person. Are any engineers subcontracted to another firm. What hours will the team overlap with ours, expressed in our time zone. Where will our data be stored and processed during development, not just in production. Who owns the model weights, prompts, evaluation sets and pipeline code. And can you provide a certificate of insurance covering professional liability.

That last one does double duty. Collecting and tracking a vendor's certificate of insurance is standard practice in US vendor onboarding anyway, and it is a fast way to confirm you are contracting with a real American entity that carries real coverage rather than a shell that fronts an offshore team. Should you hire an AI development company at all?

Sometimes the honest answer is no. An agency earns its margin when you need a whole team coordinated, a compliance posture inherited, or accountability for an outcome rather than for hours. If instead you already know the workflow to automate, which systems it touches and how you would know it worked, then you are buying delivery capacity, and paying agency overhead for it means funding an account manager, a delivery lead and a sales function on top of the engineering.

The short version

Ten companies, zero published rates, and six of the eight American looking ones building somewhere other than America. Offshore wins on cost by four to seven times and would have to be 5.4 times less efficient to lose. Pay the US premium when data residency, US persons rules or same day decision loops genuinely require it, and skip it when they do not. Whichever way you go, decide the delivery country deliberately and write it into the contract, because the alternative is discovering it during onboarding.
