Of ten companies checked in September 2026, eight advertise a US street address, and six of those eight disclose that their engineering happens in India, Poland, Ukraine, Argentina or Central America. Two disclosed no location at all. Not one published a rate. The only public numbers are directory listings, where this category spans $10 to $149 an hour: roughly $20 to $30 offshore, $55 nearshore, and $120 to $149 for genuinely US delivery. On a 480 hour build that is about $12,000 offshore against about $64,800 onshore, so offshore does win on price and it is not close. Pay the US premium when data residency, US persons requirements or same day decisions rule offshore out. Otherwise you are buying convenience at four to seven times the rate.

Those are different claims, and the gap between them is the whole point of the search you just ran.

Two things stand out. The first is that a US address is close to meaningless as a signal: it tells you where the contract is signed and the invoice is raised, not where your code gets written. Only HatchWorks and Zfort explicitly claim any US based engineering at all, and both pair it with delivery elsewhere. The second is the silence on price. Ten out of ten route the cost question to a form, which is the same result we found when we audited AI consulting firms and again when we checked AI agent development companies.
None of this makes offshore delivery bad. Argentina and Poland produce excellent machine learning engineers, and a nearshore team an hour from Eastern time is often a better working arrangement than a US agency that subcontracts quietly. The problem is only that you cannot tell which you are buying from the page that ranked for your search.

Because no company prints a number, the comparable figures all come from third party directory profiles. Read in September 2026, the listings for this category run from $10 an hour at the bottom to $149 at the top. Those are self reported to the directory, so treat them as bands rather than quotes, but the shape is consistent and it maps cleanly onto delivery location.

The 480 hour figure is one senior engineer for about twelve weeks, which is what a first production AI agent normally takes once data access, evaluation and edge cases are counted rather than just the model call. We walk through where those hours go in how long it takes to build an AI agent.
Minimum project sizes matter as much as the rate. Directory profiles in this category tier budgets from under $1,000 to $50,000 and up, and the more US focused the firm, the higher the floor. Azumo lists a $50,000 minimum. Practically, below roughly $25,000 most American agencies will pass on the work, which is why smaller builds end up with marketplaces or individual contractors rather than agencies.

The standard defense of onshore pricing is that offshore work needs more rework, so the cheap rate is a false economy. That claim is testable. Hold the deliverable constant at 480 hours of US engineering and ask how many offshore hours it would take to reach the same invoice.

A 5.4x efficiency gap is not realistic between competent teams. Rework and coordination drag are real, and they are commonly worth something in the range of 20 to 50 percent extra hours, not 440 percent. So the honest conclusion is the uncomfortable one: on pure cost, offshore AI development usually wins, and the agencies arguing otherwise are arguing against arithmetic.
That is exactly why the location question deserves a better answer than price. The reasons to insist on US engineers are the ones money cannot repair after the fact, and there are four of them worth naming.

Four reasons to require a US based AI development company, and one that is not a reason
Data residency and access control
If training data or prompts contain protected health information, financial records or personal data your own contracts say cannot leave the country, offshore access is a breach regardless of how good the engineers are. This is a contract question, not a quality question, and it is decided before you shortlist anyone.
US persons requirements
Federal, defense and controlled unclassified information work commonly requires US persons working on US soil. No rate comparison matters if the vendor cannot legally touch the data. Ask for it in writing early, because most agencies will tell you honestly and quickly.
Jurisdiction and enforceable IP
A US governed contract with a US entity is enforceable in a US court on a timeline you can plan around. The same clauses against an entity whose only assets sit in another legal system are worth considerably less, and that gap only becomes visible during a dispute.
Same day decision loops
AI builds turn on judgment calls about edge cases and evaluation thresholds. If every question costs a day, a twelve week build becomes twenty. Overlap hours are the mechanism, and they are measurable in advance rather than a matter of opinion.
The reason that is not a reason is quality. There is no evidence that American AI engineers are better at this work than Argentinian or Polish ones, and pretending otherwise leads buyers to pay a premium for the wrong thing. If your requirement is genuinely just senior skill, hire on skill and let location fall where it falls.

The India row is the one buyers underestimate. On standard 9:30 to 6:30 IST hours against a 9 to 6 Eastern day there is essentially no overlap at all, which is why Indian delivery teams working with American clients almost always run a shifted shift. That is a perfectly workable arrangement, but somebody is absorbing it, and you should know in advance whether it is your team taking evening calls or theirs.

Six questions that establish where an AI development company really builds
Ask these in writing, before the proposal, and put the answers in the statement of work. Every one of them has a short factual answer, so evasion is itself the signal.
Which country will each assigned engineer physically work from?
Per person, not per company. This is the question the US address on the contact page does not answer.
Are any engineers subcontracted to another firm?
Subcontracting is common and not disqualifying, but it changes who your contract actually binds.
What hours will the team overlap with ours, in our time zone?
Ask for the window in Eastern or Pacific time. A vendor that answers in its own time zone has told you something.
Where will our data be stored and processed during development?
Training data and prompts move around more than production data does. Development environments are where residency quietly breaks.
Who owns the model weights, prompts, evaluation sets and pipeline code?
Name each artifact. Generic work for hire language often leaves fine tuning datasets and prompt libraries ambiguous.
Can you provide a certificate of insurance for professional liability?
A standard part of US vendor onboarding, and a fast way to confirm you are contracting with a real US entity.
